Community Service Description

The NICC Community Service Restitution (CSR) Program is founded on the principles of restorative justice and the “need to make things right” ideology. CSR continues to serve as an important judicial sentencing option for LaGrange/Steuben County courts that may mandate community service in lieu of incarceration. Aligned with commonly accepted practices, the NICC CSR program requires offenders to perform a certain number of hours of community service restitution at nonprofit, charitable, or governmental organizations. Local work sites often include the Humane Society and Project Help. Work crews are also provided to the Council on Aging and are sometimes requested by area churches or by townships to perform roadside litter clean-up.

The CSR Program exists for a variety of reasons. First, it addresses the need to rehabilitate nonviolent offenders in a community environment. Secondly, NICC utilizes community service as a consequence for technical violations of work release and home detention by adult felons and juvenile offenders. In the imposition of sanctions, the Disciplinary Hearing Board (DHB) assigns additional community service hours as a consequence for rule violations. This not only results in the retention of offenders on work release and home detention, but it thereby serves to effectively eliminate the need to remit the offender to the Department of Correction. Additionally, community service addresses work release and home detention offenders who do not maintain full-time employment. These offenders are required to complete at least twenty (20) hours of community service per week to fill their time with positive, community-oriented behavior in modeled activities. Offenders are given a specific amount of time in which to complete their Community Service Restitution. If the offender completes all assigned hours without incident, he/she has successfully completed the CSR Program. If the offender fails to complete the assigned number of hours within the designated time period, however, a violation is filed with the Court which results in the removal of the offender from CSR Program. If the offender’s sentence is modified by the court to no longer include community service, then the offender is removed from the program. If there are unpaid monetary fees a civil judgment is obtained.
